24/06. STATE PROGRAMME FOR THE PROMOTION OF EXCELLENT SCIENTIFIC AND TECHNICAL RESEARCH
Last 23 June, Resolution of 17 June 2015 of the State Secretariat for Research, Development and Innovation was published in the BOE, approving the call for 2015 for the procedure for awarding grants corresponding to the State Programme for the Promotion of Excellent Scientific and Technical Research, State Subprogramme for Knowledge Generation, within the framework of the State Plan for Scientific and Technical Research and Innovation 2013–2016
This information is not yet available from MINECO, so I am adding the link to the BOE:

Types of grants:
Modality 1: R&D Projects (hereinafter, modality 1 or Excellence Projects). These are research projects without a predefined thematic focus, consisting of experimental or theoretical work undertaken with the primary objective of obtaining results that represent a significant advance in knowledge. These projects may be carried out individually or in coordination in order to foster the creation of more powerful scientific cooperation schemes, thereby making it possible to achieve objectives that could hardly be considered within a more restricted implementation context.
- Two types of projects are considered:
- Type A R&D Projects: Projects led by young researchers
- Type B R&D Projects: Projects led by one or two principal investigators who meet the requirements of Article 18.
Under the individual project modality, with a research team, or the coordinated project modality, comprising several subprojects, each of which will have a research team.
- The implementation period for projects and subprojects will generally be 3 or 4 years
- The duration of the projects will be calculated from the date specified in the grant award decision. This date may not be earlier than 1 January 2016.
- The application submission deadlines vary according to the thematic areas. I am sending you those that may affect us:
- Note: Applications corresponding to the thematic areas managed by the Technical Department of Life Sciences and Agri-Food (DTCV) may be submitted from 30 June to 21 July 2015 at 15:00 (Spanish mainland time).
Modality 2: “Explore Science” and “Explore Technology” Projects. (hereinafter, modality 2 or Explore Projects). These are research projects whose objectives involve a reassessment of established paradigms, interdisciplinary objectives, and the search for new concepts and disruptive applications in different scientific disciplines.
- The implementation period for Explore Projects will be 1 or 2 years, as justified by the nature of the activities described in the scientific and technical report, calculated from the date specified in the grant award decision. The start date may not be earlier than 1 January 2016.
- The application submission period is from 8 to 29 September 2015 at 15:00 (Spanish mainland time).
Modality 3: “Excellence Networks” mobilisation actions. (hereinafter, modality 3 or Excellence Networks). These are activities for the creation and development of networks of research groups aimed at improving the research results obtained through actions funded in previous calls under the National R&D&I Plan 2008–2011 and the State R&D&I Plan 2013–2016 (Thematic Networks and CONSOLIDER Networks); fostering the general coordination of the ICTS networks and distributed ICTS (ICTS Networks); and contributing to the management and coordination of national or international strategic R&D&I stakeholders (Strategic Networks), including the R&D&I Alliances, recognised as such by the ministerial department responsible for R&D&I at the time of their establishment and belonging to a sector identified as a priority in the Alliance’s “Declaration of Intent”; the FET Flagship initiatives recognised in the pilot call of the 7th Framework Programme for R&D&I and to be developed under the Excellent Science pillar of Horizon 2020; and, finally, the Knowledge and Innovation Communities, KIC, by their English acronym, recognised by the European Institute of Innovation and Technology.
- Four types of networks will be considered (Article 33)
a) Thematic Networks: made up of researchers working in the same or a similar thematic area of knowledge, some of whom must have led or participated in an R&D project funded under calls within the State R&D&I Plan 2013–2016 or the National Research, Development and Innovation Plan 2008–2011, extended to 2012, as detailed in the following article.
b) CONSOLIDER Networks: made up of researchers participating in the same project funded under the 2006 to 2010 calls of the CONSOLIDER Research Projects Subprogramme, of the National Fundamental Research Projects Programme, within the framework of the National Research, Development and Innovation Plan 2008–2011, which must have ended before 30 June 2015.
c) ICTS Networks: made up of researchers representing infrastructures included in the ICTS map approved by the Council for Scientific, Technological and Innovation Policy, either as part of distributed ICTS or ICTS networks, and, where applicable, an independent expert from these infrastructures.
d) Strategic Networks: made up of entities participating in the R&D&I Alliances or researchers participating in the FET Flagship initiatives of FP7 or in the KICs of the European Institute of Innovation and Technology.
- The implementation period for modality 3, Excellence Networks, will be 2 years, calculated from the date specified in the grant award decision. The start date may not be earlier than 1 January 2015.
- There will be a single application submission period, from 13 to 30 July 2015 at 15:00 (Spanish mainland time).
